Referees
Referees will be scheduled per the numbers above. In the case of a serious shortage of referees, there will be at least 1 scheduled referee for U10 recreational games & 2 referees for U12-U14 recreational games. Coaches will be notified if this can't happen. If you have not been notified and no referee shows up for your game, you should note that on the game card and turn the game card into the office. Teams are responsible to provide someone to referee the game in that situation, and they will be reimbursed the referee fee.
Parent, Coach's & Player Conduct
Parents and coaches should stay near the center of the field (on their side), along the side line. No one is allowed by the endline or behind the goal. The refs can issue yellow/red cards to coaches for poor sportsmanship. The game will be terminated on a coaching red card. No slide tackling is allowed, and a red card will be issued for a repeated offense. The player's player card will be taken pending a disciplinary meeting.
Cancellations
Cancellations due to rain or due to unsafe fields due to recent rain will be posted on the web page, the office answering machine (272-5357) and hopefully KNCO. Cancelled games due to rain will not be made up.
No coach can cancel or reschedule a game. Failure of a team to show up for a scheduled game will result in disciplinary action for the coach.
Uneven Games
In the spirit of sportsmanship, if a team is playing short due to lack of players, the other team should match them in numbers, or loan them some players.
For U6 & U8 play, if a game is overwhelmed by one team, the referee will allow the losing team to add a player.
Player ID cards
Players without laminated ID cards may NOT play, and only players registered to a team may play with that team.
Uniforms
All players must ALWAYS wear shin guards completely covered by socks for games or he/she cannot play. No jewelry is allowed during games, including earrings. The only exceptions are medical bracelets and soft bracelets required for school. These must be taped.
No casts, or braces/splints containing metal are allowed.
Players must wear the gold country uniform. In case of inclement weather, they can wear matching sweats underneath. The gold country uniform consists of:
- U6 - U12 Reversable Blue/White Jersey, black shorts & black socks. The team can chose to have a different color sock as long as they all match.
- U14 - Any combination of Gold Country reversible jersey, black or blue shorts, black or blue socks. The team can choose to have a different team sock as long as they all match.
- Older (returning teams) MLS jerseys will be allowed for the 2007 season if all players are able to wear matching jerseys.
New Fifa Rules for 2005
Law 11 - Offside
Offside - was also the subject of several proposals, and as a result, by introducing the new International F.A. Board Decision 2 for Law 11, the Board also clarified when a player is to be regarded as "actively involved in play":- Interfering with play means playing or touching the ball passed or touched by a team mate.
- Interfering with an opponent means preventing an opponent from playing or being able to play the ball by clearly obstructing the opponent's line of vision or movements or making a gesture or movement which, in the opinion of the referee, deceives or distracts an opponent.
- Gaining an advantage by being in an offside position means playing a ball that rebounds to him off a post or crossbar or playing a ball that rebounds to him off an opponent having been in an offside position.
Moreover, the Board clarified the explanation of a player being offside "if he is nearer to his opponents' goal line than both the ball and the second last opponent". As a result, the position of any part of the player's head, body or feet will be the deciding factor, and not the player's arms.
Further IFAB decisions
- With respect to Law 3 (The number of players), in National A team matches, up to a maximum of six substitutes may be used. In all other matches, a greater number of substitutes may be used provided that the teams concerned reach agreement on a maximum number and the referee is informed before the match.
- Regarding Law 12 (Fouls and Misconduct), once a referee has terminated a match, he cannot change a decision. However, the referee has the authority to impose disciplinary sanctions from the moment he enters the field of play until he leaves the pitch after the final whistle.
- In relation to Law 15 (Throw-in), in future all opponents must be at least two meters from the thrower until the ball is in play.
